HJS Development is an independent development and consultancy agency specializing in sustainable energy and area development. We support clients – such as energy companies, governments, cooperatives and investors – in developing projects in the field of wind energy, bioenergy, solar energy and energy storage (BESS). In addition, we supervise integral area development processes in which energy transition, spatial planning and social interests come together. We are not the owner or independent initiator of projects; we carry out our work on behalf of clients.
Our role varies per project and client, but we are often called in as:
• Project developer: we take care of the planning, permit applications and stakeholder management.
• Process supervisor: we lead participation processes and involve local residents and stakeholders.
• Technical advisor: we advise on the technical and spatial feasibility of energy projects.
• Environmental manager: we maintain contact with municipalities, residents and other involved parties.
• Strategic partner: we advise on policy frameworks, spatial integration and integrated development strategies.
We always do this on behalf of an external party; HJS Development is not an owner, operator or financial participant in the projects itself.
A sustainable energy supply requires support. That is why we – on behalf of our clients – guide participation and communication processes in every phase of the project. We do this, among other things, via:
• Information evenings and kitchen table discussions
• Working groups with residents or stakeholders
• Newsletters and project websites
• Transparent communication about plans, procedures and impact
Our working method is based on dialogue, clarity and care. We ensure that voices from the environment are heard and included in the process – always in consultation with the client.
Area development at HJS Development means bringing together spatial quality, local interests and sustainable energy generation. We look beyond just the energy project: we look for opportunities for:

• Restructuring of agricultural land
• Combinations with housing or business
• Social or economic added value for the environment
We coordinate these possibilities with municipalities, landowners and local parties. Our approach is always tailor-made and in line with the goals of our clients.

With each solar project we look at multiple spatial use, such as agriculture, nature or recreation in combination with solar energy.
BESS stands for Battery Energy Storage System – or: large-scale battery storage. This is essential to reliably integrate sustainable energy into the electricity grid. HJS Development supports clients with:
• The selection of suitable locations
• Grid studies and connection
• Technical and financial feasibility studies
• Spatial planning and permits
We ensure that BESS projects are developed safely, effectively and future-oriented.
Yes, regularly. We work on behalf of, among others:
• Municipalities and provinces (for policy development or area visions)
• Energy cooperatives (for the development of cooperative solar or wind projects)
• Landowners (for location explorations or guidance on land rental)
• Private developers or investors (for the complete project development)
In all cases, we carry out our work on behalf of the client, and not on our own behalf.
Because we work on commission, public communication is usually the responsibility of the initiator or owner of the project. Many of our clients have their own project website or newsletter. We support them in developing these communication tools.
